Zimbabwe Approves Seven Fintech Projects for Regulatory Sandbox
The Securities and Exchange Commission of Zimbabwe (SECZ) has revealed that it has approved seven fintech projects to participate in its regulatory sandbox.
According to Bitcoin News, the SEC has authorized seven fintech companies to participate in the regulatory sandbox to test blockchain-based finance, synthetic trading, crowdfunding, and asset tokenization. Among these companies, five are involved in the tokenization of assets, infrastructure, or securities. The regulatory authority will oversee the entire testing process and may add operational requirements based on risk assessments.
Out of the seven projects, four are directly focused on the tokenization of assets, securities, and infrastructure. The approved projects will test their products and services in an environment supervised by the regulatory authority. However, participation in the sandbox and the success of the tests do not automatically grant formal commercial registration.
Wide Range of Testing from Fundraising to Infrastructure Tokenization
The following seven companies have been approved:
- Zimbabwe Entrepreneurship Exchange
- Ndarama Standard
- Questview Brokers
- Crowdaxe Capital
- Procode Platforms
- FINSEC (Financial Securities Exchange)
- Colmin Resources Zimbabwe
Each company is involved in various fields, including blockchain-based fundraising, crowdfunding, synthetic trading, and the tokenization of assets, securities, and infrastructure.
Zimbabwe Entrepreneurship Exchange is testing a blockchain-based fundraising platform, while Ndarama Standard is focused on asset tokenization, and Questview Brokers is working on synthetic trading. Crowdaxe Capital operates a web-based crowdfunding platform that connects companies seeking funding with investors.
Additionally, Procode Platforms is advancing the tokenization of securities, FINSEC is developing an asset tokenization market, and Colmin Resources Zimbabwe is working on infrastructure tokenization. A majority of the seven projects are related to tokenization, highlighting a clear movement to incorporate traditionally hard-to-trade assets into a regulated investment framework.
Passing Tests Alone Does Not Allow for Commercial Operations
The SECZ's regulatory sandbox is a mechanism to test new financial technologies under certain restrictions and assess their impact on investors and the market. Participants must operate according to a testing plan that includes customer limits, trading risks, information disclosure, and responses to losses or complaints.
The testing period lasts a minimum of 12 months and may be extended for up to another 12 months if approved by the SECZ. On the other hand, if a test fails, regulatory issues are not resolved, or there are violations of conditions, participation may be revoked.
After the testing concludes, the SECZ will decide on issuing existing licenses, conditional no-objection notifications, formulating new product-specific requirements, or denying operating permits. Even if a company successfully completes the tests, they must meet the usual registration requirements before commencing commercial operations.
It should be noted that this approval pertains to capital market products and does not imply registration as a Virtual Asset Service Provider (VASP). If services such as custody, exchange, or remittance are also provided, additional virtual asset regulations may apply alongside securities regulations.
