European Commission Approves Purchase of Patriot Missiles for Ukraine Funded by €90 Billion Loan

The European Commission has approved Ukraine's request to purchase missiles for the Patriot air defense systems using funds from a €90 billion loan from the European Union. Ukraine has requested over €2 billion for these needs under the Ukraine Support Loan program. The European Commission is working to finalize the request as quickly as possible. The purchase of Patriot missiles has specific considerations, as the missiles are produced outside the EU and Ukraine. France is demanding a temporary limitation on exceptions for arms purchases outside the EU, so that funds primarily go to European manufacturers. Under the program approved by EU countries in April, Ukraine can purchase no more than 35% of the cost of a weapon unit from outside the EU. Exceptions are only possible in the absence of analogs on the EU market or delays from European manufacturers. Ukraine has already received two exceptions — for Chinese components for drones and for American Patriot missiles, which are critically important for strengthening air defense. The European Commission has also approved the allocation of €6.1 billion for new defense purchases for Ukraine, including air and missile defense systems.
