SEC Proposes to Modernize Agent Rules to Include Cryptocurrencies

The U.S. Securities and Exchange Commission (SEC) proposed a modernization of the rules for transfer agents, the first since the 1970s, to formalize the registration of stocks and securities on cryptocurrency networks and tokenization. The proposal was published on September 4, 2026, and public comments will be accepted until November 3, 2026. This measure responds to the situation of the 327 transfer agents registered with the SEC as of June 30, 2026. Transfer agents are key entities that maintain the official record of ownership of stocks and process their issuance, cancellation, and transfer. When these securities are tokenized, the network acts as the ownership ledger. Commissioner Mark T. Uyeda emphasized that it has been 40 years since the last significant update to the rules regarding transfer agents.
