The Verkhovna Rada's Committee on Finance, Taxation and Customs Policy has recommended the adoption of bills No. 15463-1 and No. 15464-1, which expand tax and customs benefits for goods intended for security and defense forces. The bills propose exemptions from VAT and import duties for components imported for the production of defense goods. The benefit will apply regardless of the source of funding, including foreign states. It is also proposed to exempt ATVs and off-road vehicles supplied for the needs of security and defense forces from VAT and excise tax. Bill No. 15463-1 amends the Tax Code, while No. 15464-1 amends the Customs Code. These bills were registered on August 6, 2026, as alternatives to the basic bills No. 15463 and No. 15464, submitted on August 3. The alternative bills formulate the benefits more broadly, including a separate regime for ATVs and off-road vehicles. It should be noted that in December 2025, the Verkhovna Rada already expanded tax benefits for the import of goods for defense needs.
