The Ministry of Defense of Ukraine has summarized the results of the first year of the PURL initiative, which has been joined by 29 countries contributing $6.7 billion for the purchase of American weapons, including 95% of all interceptor missiles for the Patriot systems. The initiative, launched by the U.S. and NATO in July 2025, has financed over 10 aid packages. The main outcome of the PURL initiative is the provision of PAC-3 interceptor missiles to Ukraine, necessary for protection against Russian attacks. PURL operates based on a prioritized list of needs defined by Ukraine in coordination with the U.S. and NATO. Among the largest contributions to PURL were made by Norway ($1.36 billion), the Netherlands ($1.163 billion), Germany ($900 million), Canada ($834 million), and Sweden ($546 million). The initiative allows for the effective use of partner resources and reduces administrative burdens. The Ministry of Defense of Ukraine expressed gratitude to the U.S., NATO, and all participating countries for their support.
